Kepala UPTD Akademi Maritim Kalimantan Kelly G Girsang mengatakan, negara-negara di Eropa dan Amerika mulai melirik bidang kemaritiman di Indonesia. Pasalnya, masyarakat Eropa dan Amerika sudah mulai jenuh dengan pekerjaan yang berhubungan dengan kelautan.

Alasan kejenuhan tersebut karena penghasilan di laut dengan darat tidak ada bedanya. Dengan adanya kejenuhan dari Eropa dan Amerika tersebut, menjadi peluang kemaritiman di Indonesia. "Termasuk peluang bidang kemaritiman di Kaltim sangat besar untuk bekerja, baik untuk skala nasional atau internasional," kata Kelly kepada wartawan, belum lama ini.

Untuk wilayah Asia, Eropa melirik Indonesia dan Filipina. Alasan mereka adalah lebih tertarik merekrut tenaga kelautan dari Indonesia dan Filipina. Karena dua negara ini memiliki karakter lembut, kalem serta tidak temperamental. Peluang lulusan Akademi Maritim tersebut sangat besar untuk langsung mendapatkan pekerjaan yang diharapkan, sebab di Kalimantan ini saja masih banyak kekurangan tenaga profesional di bidang kelautan. "Mereka lebih menyukai bangsa kita yang tidak arogan dan tidak menuntut sesuatu yang berlebihan," kata Kelly.

Kelly optimistis, meski hanya berijazah D3, namun para lulusannya tak akan mengecewakan, sebab selama mereka belajar, bukan hanya duduk di bangku sekolah saja, namun lebih banyak praktik dan terjun ke lapangan.

PT PAL Telah Mendapatkan Pembuatan 2 Pesanan Kapal Selam dari TNI

Direktur Utama PT PAL Harsusanto mengatakan, hingga 2014 telah mendapatkan kontrak dari Kementerian Pertahanan dan TNI AL untuk membuat beberapa kapal.

Diantaranya, dua kapal selam, dua kapal perusak kawal rudal (PKR), 11 unit KCR-40, tujuh unit kapal angkut tank (AT/LST), 17 unit tank amfibi, dan 25 unit peningkatan kemampuan kapal-kapal perang TNI Angkatan Laut.

HUT Kolinlami dihadiri Panglima Komando Armada RI Kawasan Barat Laksda TNI Marsetio, Komandan Lantamal III Jakarta Laksamana Pertama TNI Iskandar Sitompul, Kepala Staf Armabar Laksma TNI Didit Herdiawan dan beberapa mantan Panglima Kolinlamil, sepert Laksda (Purn) R Ompusunggu, Laksda (Purn) Bambang S dan Laksda (Purn) JFA Manengke.

Indonesia Bangun Kapal Kombatan

Indonesia akan membangun kapal perang jenis kombatan untuk mengawal perairan di kawasan timur. Menteri Pertahanan Purnomo Yusgiantoro memaparkan, pengadaan kapal tersebut untuk memperkuat sistem pertahanan dan keamanan di Indonesia.

Hal itu disampaikan Purnomo usai menerima penghargaan Bintang Yudha Dharma Utama dari Presiden di Jakarta, Kamis (1/7). Ia menjelaskan, saat ini Kementerian Pertahanan masih terus melakukan persiapan untuk melakukan pembangunan kapal perang tempur yang akan dilaksanakan di PT PAL Surabaya.

"Dalam waktu satu sampai dua bulan ini, kami persiapkan untuk membangun kapal perang kombatan terbesar yang kita punya," ujarnya. Kapal tersebut kelak akan ditempatkan untuk menjaga perairan kawasan timur Indonesia yang memiliki perairan terbuka yang luas.

Di tempat terpisah, Panglima Komando Lintas Militer (Kolinlamil) Laksamana Muda TNI Slamet Sulistiyono mengungkapkan, pihaknya memensiunkan enam kapal tua jenis angkut tank (landing ship tank).

"Enam kapal tank buatan Amerika tersebut rata-rata usianya 64 sampai 70 tahun. Meski sebenarnya masih cukup terawat, namun sudah waktunya untuk diganti," tuturnya usai upacara peringatan HUT ke-49 Kolinlamil di Markas Kolinlamil, Tanjug Priok, Jakarta.

Menurut Slamet, penghapusan kapal tua tersebut merupakan bagian dari kebijakan pembangunan menuju kekuatan pokok minimum TNI AL. Untuk pengadaan kapal baru saat ini masih dalam tahap perencanaan.

Jajaran TNI Angkatan Laut terus berupaya melengkapi kebutuhan alutsista guna mendukung tugas operasi pengamanan laut dan wilayah perairan Indonesia.

Panglima Komando Armada RI Kawasan Timur (Pangarmatim) Laksamana Muda TNI Among Margono kepada wartawan di Surabaya, Rabu (16/6), mengatakan, penambahan alat utama sistem senjata (alutsista) di lingkungan TNI AL disesuaikan dengan kebutuhan dan anggaran yang tersedia.

"Kegiatan operasi pengamanan laut terus meningkat dari hari ke hari dan itu diperlukan dukungan alutsista yang memadai," katanya seusai memimpin gelar admiral inspection di Markas Koarmatim di Dermaga Ujung, Surabaya.

Among Margono mengemukakan, Mabes TNI AL telah menyusun rencana strategis jangka panjang selama lima tahun ke depan, termasuk di dalamnya pengadaan sejumlah alutsista baru. "Sejumlah alutsista itu, seperti pengadaan dua unit kapal selam pada 2014, sejumlah kapal tempur dan pesawat udara. Pengadaan itu untuk mengganti alutsista lama yang sudah tidak digunakan," ujarnya.

Untuk pengadaan kapal perang, lanjut Pangarmatim, Mabes TNI bekerja sama dengan PT PAL, sementara untuk pesawat udara dengan PT Dirgantara Indonesia. Gelar admiral inspection atau inspeksi laut merupakan salah satu tradisi yang dilakukan menjelang pergantian Kepala Staf TNI AL maupun Panglima Komando Armada RI.

Kegiatan tersebut menjadi ajang perpisahan pimpinan TNI AL dengan para prajurit, sekaligus memperkenalkan pimpinan yang baru. Dalam kegiatan itu, Pangarmatim Laksda TNI Among Margono, yang didampingi calon penggantinya Laksda TNI Bambang Suwarto, melakukan inspeksi kapal perang dan prajurit dengan menggunakan Kapal Perang RI Mulga-832.

Serah terima jabatan Pangarmatim dijadwalkan berlangsung pada Jumat (18/6) dan dipimpin langsung Kasal Laksamana TNI Agus Suhartono. Laksda TNI Among Margono yang baru menjabat Pangarmatim pada awal Maret 2010 selanjutnya mendapat promosi jabatan sebagai Asisten Perencanaan (Asrena) Kasal di Markas Besar TNI AL.

Pada tanggal 10 Mei 2010 PT. DKB Cabang Cirebon telah melaksanakan Peletakan Lunas Kapal Tug Boat 2 x 1000 HP pesanan PT. Antarnusa Marine Samarinda, dan perlu diketahui bahwa kapal tersebut merupakan kapal kedua yang dipesan oleh PT. Antarnusa Marine Samarinda dimana sebelumnya telah memesan kapal yang diberinama Antarnusa LCT-I yang pada kesempatan yang sama akan diserahterimakan.

Memberikan sambutan dalam acara tersebut adalah Direktur Pembangunan Kapal Baru Bpk. Nyoman Sudiana , beliau menyampaikan bahwa PT, DKB menyambut baik atas kerjasama yang berkesinambungan ini dengan membangun kembali armada kapalnya di PT. DKB, dan untuk saat ini adalah merupakan waktu yang tepat untuk berinvestasi dan PT, DKB akan mendukung dengan memberikan harga kapal yang sesuai dengan pasar dengan kualitas yang baik.

PAL INDONESIA LUNCURKAN KAPAL CHEMICAL TANKER, PESANAN ITALIA

Ditengah perusahaan menghadapi kesulitan keuangan PAL INDONESIA mampu meluncurkan Kapal Chemical Tanker 6200 DWT, Pesanaan Mediterania di Navigazione SpA Italia. Kamis 03 September 2009 ; 10.00 WIB, pada saat air laut pasang tertinggi bertempat di dermaga divisi kapal perang. Hal tersebut membuktikan bahwa PAL INDONESIA mempunyai komitmen yang tinggi untuk memberikan yang terbaik kepada pelangganya. Kapal Chemical Tanker 6200 DWT ini merupakan kapal pertama yang di bangun di galangan dalam negeri karena kapal ini di rancang khusus untuk mengangkut bahan-bahan kimia dan material yang di pakai juga menggunakan bahan khusus yaitu super duplex. Menurut jadwal kapal ini akan di serahkan pada medio Pebruari 2010.

Metode peluncuran ini, sangat berbeda dengan metode peluncuran yang telah dilakukan galangan kapal terkemuka di dunia pada umumnya. Di galangan kapal negara maju, pada umumnya peluncuran kapal berukuran besar masih menggunakan rel dan crudle-crudle yang disiapkan pada lahan secara permanen. Sementara metode yang diterapkan oleh PAL INDONESIA menggunakan bantalan kayu yang bisa dibongkar dan dipasang ulang (Knock Down) pada lahan-lahan terbatas, sehingga bisa dilakukan secara berulang-ulang dengan tingkat biaya lebih rendah.

“Temuan ini bermula saat PT. PAL INDONESIA (PERSERO) kebanjiran order kapal pada 1998 Sementara dock space yang tersedia sudah terisi penuh sehingga mendorong PAL INDONESIA untuk mencari terobosan baru dengan memanfaatkan seluruh kemampuan yang ada, dan dalam PAL INDONESIA bekerjasama dengan ahli-ahli perkapalan ITS, membuat simulasi dan kalkulasi secara terus menerus dengan mngembangkan cara tradisional di padukan dengan perhitungan modern, yang menghasilkan metode peluncuran Side Launching dan End Launching. Dimana metode ini bisa di gunakan untuk membangun kapal dengan skala besar dengan biaya yang relative murah dan bisa di kembangkan dimana saja.

Sebelumnya, melalui metode yang sama, PT. PAL INDONESIA (PERSERO) telah berhasil melakukan peluncuran di antaranya ; Kapal Tanker 17.500 LDWT, Palwo Buwono 400 TEUS, Palwo Buwono 1600 TEUS, Floating Production Unit (FPU) dan Caraka Jaya 4.200 DWT, dan seterusnya sampai pada Chemical Tanker 6200 DWT, merupakan peluncuran yang ke sepuluh.

Keberhasilan PT. PAL INDONESIA (PERSERO) menemukan metode peluncuran di lahan sempit dan perairan terbatas, telah mendorong PAL INDONESIA untuk menyebar luaskan menjadi paket inovasi khususnya bagi daerah-daerah yang memiliki potensi pengembangan industri perkapalan dan galangan-galangan nasional yang membutuhkan.

Setidaknya ada beberapa kelebihan dari penerapan teknologi peluncuran semacam ini, yaitu :

* Peluncuran dapat dilakukan meskipun di daerah yang memiliki lahan dan perairan terbatas. Setelah peluncuran, area yang digunakan dapat dibersihkan kembali seperti semula.
* Peluncuran dapat dilakukan di daerah yang dikehendaki pihak pemesan
* Tidak memerlukan investasi besar untuk membangun fasilitas pembangunan kapal.
* Dapat diaplikasikan untuk pembangunan kapal-kapal skala besar.
* Metode peluncuran telah di buktikan oleh PAL INDONESIA sebanyak sembilan kali dan terbukti aman. Untuk itu sangat layak dipakai sebagai acuan untuk pembangunan kapal dengan metode peluncuran ini:

Kapal Patroli Cepat 38 Meter Aluminium ke 3 Pesanan Ditjen Bea & Cukai

Direktorat Jenderal Bea & Cukai kembali menerima Kapal Patroli Cepat 38 Meter Aluminium BC30003, kapal ke tiga dari tiga kapal yang dipesan dari PT PAL INDONESIA (Persero) yang pembangunanya telah mendapatkan dukungan pembiayaan dari Islamic Development Bank (IDB) untuk kemudian dioperasikan di Pangkalan Sarana Operasi Bea & Cukai Pantoloan, Palu - Sulawesi Tengah.

Thomas Sugijata, Direktur Jenderal Bea & Cukai Departemen Keuangan, menyampaikan saat peresmian pemberangkatan kapal di Dermaga Divisi Kapal Perang PT PAL INDONESIA (Persero), Kamis tanggal 1 April 2010, bahwa untuk masa kini dan mendatang tantangan tugas jajaran Ditjen Bea & Cukai semakin kompleks. Beban dan tugas dalam melaksanakan pengawasan penindakan dan penyidikan terhadap penyelundupan dan kegiatan perdagangan atau aktivitas illegal lainnya di laut terbuka semakin berat, terlebih lagi dengan luasnya perairan Indonesia yang mempunyai garis pantai lebih dari delapan puluh satu ribu kilo meter.

Oleh karenanya, upaya dari Departemen Keuangan, khususnya Direktorat Jenderal Bea & Cukai yakni secara bertahap melakukan penguatan dan peremajaan armada kapal patroli dalam rangka menjawab tantangan tersebut diatas. Yaitu mencegah penyelundupan di laut yang modus operandinya semakin beragam, serta luasnya wilayah yang rawan terhadap masuknya barang-barang illegal ke wilayah Indonesia melalui pantai memerlukan pengawasan sehingga dibutuhkan sarana pendukung Armada Patroli yang kuat guna memantau aktivitas perdagangan di banyak titik strategis.

Kapal Patroli ini merupakan jenis FPB 38 meter Aluminium yang rancang bangunnya dilaksanakan sendiri oleh PT PAL INDONESIA (Indonesia), hal ini merupakan bukti bahwa putra-putri bangsa sendiri telah mampu menguasai teknologi perkapalan yang tidak kalah dari karya bangsa lain.

USS Oriskany: The "ghost fleet"

(CV/CVA-34) - nicknamed Mighty O, The O-boat, and Toasted O - was one of 24 Essex-class aircraft carriers completed during or shortly after World War II for the United States Navy. The ship was the third US Navy ship to bear the name, and was named for the Revolutionary War Battle of Oriskany.

The history of Oriskany differs considerably from that of her sisters. Originally designed as a "long-hulled" Essex-class ship (considered by some authorities to be a separate class, the Ticonderoga class) her construction was suspended in 1947. She was eventually commissioned in 1950 after conversion to an updated design called SCB-27 or "27-Charlie", which became the template for modernization of 14 other Essex-class ships.

PT PAL hands over new warship

State shipbuilder PT PAL handed over a new warship to the Defense Ministry on Saturday and will produce a more sophisticated combat vessel, Antara news agency reported.

The construction of the KRI Banjarmasin is part of a program to rejuvenate the Indonesian Navy fleet. Financial constraints have forced the Navy to keep many aging vessels operating, leaving them vulnerable to accidents.

PT PAL president director Harsusanto said the new warship could carry 560 personnel and five helicopters. Unlike other ships, the KRI Banjarmasin incorporates a stealth design that allows it to avoid radar detection.

The warship cost the state US$30 million, most of which was spent on the South Korean-made engine.

Defense Minister Purnomo Yusgiantoro said the ministry’s researchers and PT PAL would design a bigger and more powerful warship.

Purnomo added the government would remain cautious about allocating a budget to procure submarines. “We are ready to buy submarines, but we need more time to study the plan,” Purnomo said.

At least two countries – South Korea and Russia – have offered to build submarines for the Indonesian Navy.

Japan to Build New Helicopter Destroyer

The Japanese Maritime Self-Defence Force (MSDF) has said it will build a helicopter destroyer that is able to defend China's naval build-up and enhance responses for contingencies.

The 248m-long helicopter destroyer will have a displacement of 19,500t and a capability to transport up to 14 helicopters, 4,000 people and 50 trucks, according to asahi.com.

As the largest ship in the MSDF fleet, the destroyer will also be able to refuel other ships.

In October 2009, the country's new budget requests for defence capabilities included 118.1bn yen for the construction of a helicopter destroyer to replace the destroyer Shirane that is scheduled to be decommissioned in the 2014 fiscal year.

The helicopter carrier will allow up to five surveillance helicopters to land and take-off simultaneously.

The MSDF's latest helicopter destroyer, the Hyuga, was commissioned in March 2008 and has a length of 197m and a width of 33m.

PT PAL segera meluncurkan kapal baru jenis Landing Platform Dock (LPD) untuk TNI Angkatan Laut.

"Rencananya kapal diresmikan pada akhir pekan ini," kata Direktur Utama PT PAL Harsusanto di sela-sela Seminar Nasional Revitalisasi Industri Pertahanan yang digagas Departemen Pertahanan, di Jakarta, Selasa (24/11).

Harsusanto mengatakan, kapal baru jenis LPD itu akan dinamai KRI Banjarmasin dan merupakan kapal LPD ketiga dari empat LPD yang dipesan untuk TNI Angkatan Laut. LPD pertama dan kedua, dibuat di Korea Selatan sedangkan LPD ketiga dan keempat dilakukan PT PAL.

Ia mengatakan, hingga 2014 PT PAL telah mendapat kontrak dari Departemen Pertahanan dan TNI Angkatan Laut yakni dua kapal selam, dua kapal perusak kawal rudal (PKR), 11 unit KCR-40, tujuh unit kapal angkut tank (AT), 17 unit tank amfibi, dan 25 unit peningkatan kemampuan kapal-kapal perang TNI Angkatan Laut.

"Untuk kapal selam, masih dalam perencanaan. Sedangkan untuk PKR dalam proses tender atau menunggu Tim Evaluasi Pengadaan Dephan. Dan bagi kapal angkut tank kini dalam pembahasan dengan Dislitbang TNI Angkatan Laut," ujar Harsusanto.

Sementara untuk peningkatan kemampuan kapal perang, TNI Angkatan Laut akan melaksanakan antara lain pemasangan rudal, sonar dan pengalihan fungsi.

Pada kesempatan terpisah, Kepala Staf Angkatan Laut Laksamana Madya TNI Agus Suhartono mengatakan, pihaknya telah melakukan pemetaan kebutuhan kekuatan pokok minimum TNI Angkatan Laut 2010-2019 disesuaikan dengan kemampuan PT PAL.

Indian Navy prefers Emals on new aircraft carriers

Indian Navy is inclined to fit the under development Electromagnetic Aircraft Launch System (Emals) on its new aircraft carriers, instead of ski jumps.

Emals is currently being developed by General Atomics for future US aircraft carriers.

Both, the currently operational but aging INS Viraat, and the on-order-since-for-ever INS Vikramaditya are fitted with ski jumps to assist take off.

"When catapult technology improves, we are looking at building conventional carriers with electric rather than steam catapults," says former Chief of Naval Staff Adm. Sureesh Mehta.

The Navy has projected a requirement of at least five carriers to effectively patrol the country's 7,500 km. (4,660 mi.) coastline.

Cochin Shipyard Ltd (CSL) is currently building INS Vikrant, a 40,000 ton aircraft carrier designed with the help of Italian company Fincantieri under Project 71. Work on the second aircraft carrier is expected to start before the first one is delivered to the Navy by the end of 2014.

Have you ever seen that changing a building roof into a aircraft carrier? Now you is going to see this strange scene in Wuhan City, the largest city in center China.

This odd building is found in Huang Jiahu (黄家湖), where there is a huge University City. According to Chinese news resources, this so-called “Comprehensive Testing Platform” project was initiated in about June or July of 2008.

This project is run by the well-known Chinese Warship Research & Design Center (No.701 Institute under CSIC).

From the picture, you can see a mock flight deck, one Su-27 fighter and one Z-8 helicopter (both are probably full scale models). The most obvious is the “Island” commanding structure which is very similar to the one of “varyag” in Dalian. It is very interesting that Chinese people cut a big square opening on the commanding structure. For the picturing angle, there are possibly 3 square openings on other 3 sides of the structure.

Since “China-Defense-Mashup” has reported that “varyag” Aircraft Carrier’s commanding structure has been being improved since the end of August. The “big square openings” indicate that Chinese Navy will certainly equip “varyag” carrier with domestic ship-borne AESA radars, perhaps a improved version on Type 052C Destroyer.

China will soon deploy its first aircraft carrier and it will be more advanced than anything India has or plans to get. Varyag – an Admiral Kuznetsov-class aircraft carrier — is more advanced than the INS Viraat —vanguard of the Indian navy — and the still to be procured Admiral Gorshkov (INS Vikramaditya).

Sources from the Indian navy say that the Chinese plan to operationalise the Varyag - purchased as junk from Ukraine for 20 million US dollars in 1998.

In 2005, the dead ship was docked at the Chinese naval base in Dalian. Since then it has been undergoing sophisticated upgrades, reveal sources in the Indian navy.

Hindustan Times has access to photographs of the warship undergoing repairs at a dock in north- eastern China.

A senior officer from the Indian navy, who has been monitoring China’s growing presence in the Indian Ocean, said that it will not be surprising to see the Chinese navy induct Varyag much before India procures and commissions Admiral Gorshkov.

He added that the induction of Varyag was certain as the Chinese had built a ski-jump (part of the aircraft carrier used for take off and landing of aircrafts) facility similar to that on the Varyag at it’s Yuanling airfield –— China’s main aviation test facility. The ski-jump is being used as a testing facility for modified Sukhoi-27 aircrafts, which the Varyag may carry.

“If Varyag was not to be inducted, the question of flight testing at a similar facility does not arise,” the officer observed.

According to sources, the Chinese have plans to get more aircraft carriers by 2020. Commander-in-chief of the Chinese navy, Wu Shengli’s aim to aggressively pursue indigenously built aircraft carriers has been a cause of worry for India.

Of the two other aircraft carriers being built by China, one is expected be inducted by 2015, added sources.

The MiG-29K is based on the 'basic' MiG-29K airframe, but is lighter in answer to the Indian Navy's requirements for the smallest possible dimensions to maximize use of space on the aircraft carrier Vikramaditya (formerly Admiral Gorshkov).

The aircraft is based on the original MiG-29K airframe, but without the high-cost welded aluminum lithium fuel tanks and forward fuselage. The MiG-29K's fuel tanks are situated in the dorsal spine fairing and wing leading-edge root extensions. This reportedly gives the aircraft a 50% increase over the land-based MiG-29.

Flight range can also be increased by in-flight refueling capability. With a 25-year design life, the MiG-29K features a larger wing area, incorporating a longer chord double-slotted flap and drooped elevons over the 'basic' MiG-29K.

The wing root has a sharp leading edge. In addition, the central fuselage integral tank and a fuselage load-carrying section, to which the arrester hook and main struts are attached, were considerably strengthened.

The thing with the Catamaran hull is that it has too much limitations. The sea-worthiness is one that can be depated and many of you disagree with me on that, but one thing is undisputed and that is the low volume of the hull. It means basically that there is not enough room to store all the needed stuff that makes warships warships. It might be adequate for smaller vessels but with large ones it really cross the line of being too volumeless.

In Aircraft carriers the issue is even greater when you have the aircraft hangar taking hell a lot of space.

The overall idea of aircraft carriers is to provide an airforce to your fleet when it's not possible to use aircraft's launched from land. This means that the carriers needs to have good endurance even just to be justificable to exist. With catamaran hull there is no room for stores, crew habitability, fuel and so on.

East Java-based Indonesian shipbuilder PT PAL launched a new chemical tanker on Thursday in Surabaya about a year after PT PAL started to build the ship amid the global economic downturn and financial troubles.

The 6,200 tonnes ship ordered by Italian Mediterania Di Navigazione was launched this morning at the warship dock unit of PT PAL as chief director Har Susanto said “we are grateful that in the middle of the recession we are able to finish the tanker.”

The company said Bank Negara Indonesia provided US$2,1 million loan for the project while the company is expecting financial assistance of US$44 million from the state assets management company Asset Management Indonesia (Perusahaan Pengelola Aset).

The ship 100 meter-long tanker, which constructed partly of super duplex to contain chemical substance, was quie competitive in price compared to tankers build by other shipbuilders in Korea, Japan, Turkey, and China according to a spokesman for Mediterania Di Navigazione, Paolo Cagnani during the launching ceremony.

The shipbuilder, which has produce 259 ships, was founded in 1939 by the Dutch collonial which changed name during the Japan occupation before taken by the government after the Indonesia's independence.

Russia plans to purchase a French naval helicopter transport ship this year and is interested in jointly producing more of the vessels, the head of Russia's armed forces said. Mistral Class ship has the payload capacity to carry up to 16 heavy helicopters and one-third of a mechanised regiment, plus two LCAC hovercraft or up to four landing craft.Mistral Class ships can carry sufficient stores for the crew and 450 troops for 45 days between replenishments.

"We are working on agreements that would allow us to produce and purchase this ship," General Nikolai Makarov told reporters, referring to the French-made Mistral heavy helicopter carrier. He declined to specify a price for the purchase. Asked when the deal would be finalized, however, Makarov said: "This year." Makarov said the discussions so far concerned purchase by Russia of one of the French-made vessels, an amphibious force projection and command ship that can carry up to 16 heavy helicopters as well as hovercraft and landing craft.

But he indicated that talks were in progress on possible future joint production of several more of the sophisticated warships. "We also want to establish production of a series of at least four or five ships of this class," he said. PT PAL Luncurkan LPD Pesanan Dephan

PT PAL Indonesia meluncurkan kapal jenis Landing Platform Dock (LDP) senilai 15,9 juta dolar AS, pesanan Departemen Pertahanan (Dephan) untuk memperkuat TNI AL.

"Kapal LPD itu merupakan kapal ketiga dari empat kapal pesanan Dephan dengan Daewoo International Corporation yang dibuat di PT PAL Indonesia," kata Dirjen Sarana Pertahanan (Ranahan), Marsekal Muda TNI Eris Herryanto, di Surabaya, Kamis.

Dephan telah memesan empat kapal perang amfibi ini melalui kredit ekspor dengan Daewoo International Corp. Kontrak pembangunan (Manufacturing and Purchasing Contract) itu telah ditandatangani 19 Desember 2003.

Dari empat kapal yang dipesan, dua di antaranya telah dibangun di Korea Selatan, dan kini telah beroperasi. Sedangkan dua kapal lainnya dibangun di PT PAL Indonesia sebagai upaya tranfer teknologi.

Peluncuran kapal LPD tersebut sempat mengalami penundaan hingga sembilan kali atau sekitar enam bulan dari rencana.

Sementara itu, kontrak pembangunan dua kapal LPD di PT PAL Indonesia sendiri telah dituangkan dalam perjanjian Nomor : Sper/05/AA/III/2005 pada 28 Maret 2005.

"Kesiapan PAL Indonesia menerima order itu berdasarkan pengalaman sejak 1980 industri kami telah menyelesaikan 150 kapal berbagai jenis dan ukuran," kata Dirut PT PAL Indonesia, Hars Susanto, disela peluncurkan kapal LPD.

PT PAL Indonesia selama ini telah memproduksi kapal niaga hingga 50 ribu DWT dan kapal perang, seperti Kapal Patroli Cepat 14 meter, 28 meter dan kapal Fast Patrol Boat (FPB) 57 meter dari berbagai versi.

Kapal LPD ketiga dan keempat yang dibangun di PT PAL Indonesia dirancang secara khusus untuk mampu dipasangi meriam kaliber 100 mm dan dilengkapi sistem kendali senjata (Fire Control System) yang memungkinkan kapal melakukan pertahanan diri (self defence).

Spesifikasi kapal LPD W000239 memiliki panjang keseluruhan 125 meter, draft maksimum 4,9 meter, kecepatan maksimum 15 knot, embarkasi maksimum 344 personel dan mampu dilandasi 3-5 helikopter.

Angkatan laut seluruh negara pasti merindukan memiliki Kapal perang Jenis ini. Negara mana yang tidak menginginkan kekuatan militer-nya mampu mobile / bergerak. Sebuah kapal induk sedang di kembangkan oleh putera-puteri Indonesia, dan ternyata kita bisa. Ternyata Indonesia Mampu Membuat Kapal Induk.

Kapal tersebut memang baru sebuah model yang dikembangkan PT PAL Surabaya, dan pada indodefence 2008 model kapal induk ini di pamerkan. PT.PAL sedang mengembangkan Kapal Induk Helikopter, PT.PAL percaya diri mampu membangun kapal semacam itu.Kemampuan tersebut terbangun oleh keberhasilan PT PAL dalam memenuhi permintaan pembangunan kapal besar ukuran 50.000 ton yang dipesan berbagai perusahaan pelayaran internasional.

Kekuatan angkatan laut Indonesia saat ini masih belum seimbang dengan luasnya wilayah yang harus dilindungi. Karena itu, untuk menyeimbangkan kekuatan tersebut, setidaknya Indonesia perlu memiliki peralatan perang yang mumpuni.

"Setidaknya Indonesia memerlukan satu kapal induk yang dilengkapi dengan kapal perang," kata anggota Komisi I DPR, Yuddy Chrisnandi di Gedung DPR, Kawasan Senayan, Jakarta, Selasa (5/2/2008).

Menurut Yuddy, dengan memiliki kapal induk, tentu hal tersebut akan mempunyai dampak kepada pertahanan laut di Indonesia.

Namun demikian Yuddy pun mengakui jika hal tersebut harus diperhitungkan dengan potensi pendapatan nasional untuk membangun angkatan militer. Selain persoalan dana, perlu juga dilihat berapa persentase antara jumlah populasi masyarakat dengan angkatan militer di Indonesia.

"Di Indonesia baru 0,2 persen dari total penduduk. Sedangkan di negara lain, ada hingga satu sampai dua persen," tandas politisi muda Partai Golkar ini.

Modern navies that operate such ships treat aircraft carriers as the capital ship of the fleet, a role previously played by the battleship. The change, part of the growth of air power as a significant part of warfare, took place during World War II. A battleship could fire hundreds of large caliber shells at a target and score possibly a dozen hits. Their maximum range was usually no more than thirty miles. However, an aircraft launched from a carrier could deliver "smart weapons" accurately at a range of over one hundred miles. RI Akan Membuat Kapal Induk

Pemerintah mengalokasikan dana Rp70 miliar bagi pengadaan kapal induk kecil selama 2009 untuk memperkuat armada Badan Koordinator Keamanan Laut (Bakorkamla) dalam melakukan penjagaan dan pengawasan wilayah serta kedaulatan wilayah NKRI.

"Kapal-kapal tersebut akan diproduksi di galangan kapal dalam negeri dengan local content yang relatif tinggi," kata Kepala Pelaksana Harian (Kalakhar) Bakorkamla, Laksamana Madya TNI Budhi Hardjo, seusai membuka seminar bertema Pengelolaan dan Pemahaman Perjanjian Perbatasan Wilayah Laut Negara Kesatuan Republik Indonesia (NKRI) di Jakarta kemarin.

Menurut dia, kendati telah mengalokasikan dana Rp70 miliar tersebut, pemerintah tidak menutup peluang bagi negara lain untuk memberikan bantuan atau kerja sama. Hingga saat ini ada sekitar empat negara yang telah menawarkan bantuan untuk pengadaan kapal-kapal tersebut, antara lain Australia.
